Legitimate Business Plan?

These days it seems just about any small business will require a website. Many of these businesses will require just a basic, static website with some general information about the business. I was wondering if it would be feasible to target these small businesses as a main client base. Do I have a chance approaching small local bossinesses and offering to build them a website?
