What can I do about my son's diaper?

I have a 3 month old son and EVERY time I change his diaper it is always soaked on the very top and it gets his clothes wet, this happens mostly at night, I don't know if it is the diapers he is using Luvs, but with every diaper I have used Pampers, huggies, so far huggies is the best that I like, I know my mom told me to tuck his penis down, but it is just so little it will not go any where! I try to push it down when I put his diaper on before I finish putting the rest of the diaper on. I just don't know what to do any more every day I have to change his clothes, I know that babies are messy and all but is it really necessary to clean his clothes every day, I am a new mom at this so I really don't know what to do about it, and also sometimes when I check him it is wet on the top seeping through with pee, and on the bottom it is dry so I am wasting a diaper, I don't want him to get a diaper rash so I change him with out realizing that it is not wet on the bottom, is there any suggestions I can do to help save me cleaning his clothes every day with this diaper issue?
