What dog breed is best to live in small flat but likes exercise?

I live in a large 1 bed (ground floor) and want to get a dog. The flat has a small balcony and a small bit of outside access. I hope to be about for 4 out of 7 days and have someone come in the other 3 days to walk/give affection to my dog. I'd love a labrador but know this is not feasible in a small flat where I'm out half the week. I'm thinking a basset hound or dachshund as next best option - as I also think these breeds are super lovely! The other thing is I am a runner so I'd like a dog that would trot alongside me. Any help gratefully received! Would a basset or dachshund be suitable?
